Talents represent extremely unusual abilities.
A character either has a particular talent or does not (there are no scores or gradings in talents).
Only a few people in the general populace will have any particular talent; however, because player characters tend to be unusual, they may have several talents.
An example of a talent is being actively attuned to magic. This talent allows a character to use magical skills to cast magic; a character without this talent cannot cast magic.
A character may be required to have some talents due to his/her race. These are known as racial talents.
The number of other (i.e. non-racial) talents that a character can have on character generation is limited by the campaign level.
A character's talents will usually remain constant during later play; characters cannot normally "learn" new talents during play.
