A character can be of any race (at the referee's discretion). Most characters will normally be human, however.
Certain races have special racial talents or disabilities. This means that every member of that race must have those talents and/or disabilities.
Different races also have different physical and mental profiles. When calculating a character's characteristic scores, a player should start with the "normal" scores for an adult of that race, and then modify them for other aspects of the character's description.
